JPN--Qualification of the Officials?

I come accross quite a numbers of Sabahans who married foreigners and have children. When those kids are at the age of 12 and going to apply for Mykads and most of them have been rejected and ask to apply for citizenship!

Here the questions :-

1) Do the officials know that when a married couple no matter the husband or wife is Malaysian, the children have the right to apply for mykads. The home minister has stated clear alredy. Do they really understand or just orders from KL?

2) If they don't know the rules the ministry concerned to send them for courses!

3) Why PTI obtained mykad easily and can be appointed as JKKK (Political appointments from YBs)?
